Hi Samuel it is called Dispersion effect. There are lots of photo dispersion tutorials on Youtube. :) |

My pictures was changed in a normal category. My picture is a graphics category because the pictures is inverted, and color changerd.

I gave you an answers to your question, but it looks clearly that you did not even understood your question. The photo mentioned is not B&W Only as you stated, you should take a look again at it.
By the way it is simple, it's not your concern
