Lengthy delay in publishing after screening is complete

Can any member of the admin team explain why a photo is screened and then publishes 3 or more hours later? Some screeners screen and the accepted photos publish immediately while others have major delays in the posting of their accepted photos post screening.
Under the accepted photos is this message:
