Foreground/background clutter

What does it means in this photos foreground/background clutter and how to fix it??

In these specific situations, this is a "foreground" issue as you can see in each of the pictures a fence (and sometimes a pole) in the foreground.

The way to fix it would be either to crop the picture such a way that the fence is not visible or to "clone" a part of the picture in order to "erase" the fence.
