Is it appellable?

Hello, I have been thrown back this photo the editor gives me three reasons, the first I can understand, but the other two do not see it very clear, how do you see?

The screener says:Second opinion. Digital noise is visible. Main object is not sharp. Poor foreground/background bokeh.

	Well, to be fair I don't think that your chances are big enough to get this accepted. The fore-/background doesn't look very nice to me, digital noise should be fixable if you process it with dfine2 but this won't make your picture sharper in anyway.
